Reba M. Diggs' letter of November 5, 1987 requested that Duke remit $150.00 as requested by her letter of August 31, 1987. The $150.00 application fee was related to an NRC Staff request on August 7, 1987 regarding the adequacy of the Catawba Nuclear Station's nuclear service water (RN) system.
Attached is the October 16, 1987 transmittal lette.r for the Technical Specification change that resulted from the Staff's recent review of Catawba's RN system. As noted in that letter, separate $150.00 checks were attached for the license amendment request and in response to Ms. Diggs' August 31, 1987 letter.

This letter contai s a proposed amendment to the Technical Specifications for The Facility Operating License Nos. NPF-35 and NPF-52 for. Catawba Units 1 and 2.
attached request involves changes to the RN System Technical Specifications.
Attachment I contains the pr'oposed changes to the Technical Specifications.
These changes will show that the RN System contains components that are shared betvaan the two units and will allow placing the RN System in its Engineered Safety Feature (ESF) alignment when the number of operable ESF channels is less than required. contains the proposed changes and a discussion of the justification and safety analysis. The analysis is included pursuant to 10 CFR 50.91 and it has been concluded that the proposed amendment does not involve significant hazards considerations. provides the revised FSAR pages which will be incorporated in a future update to the FSAR. . modification to the design and a change in the design bases of the system.
modification involved deletion of the automatic transfer of suction sources from Lake Wylie to the Standby Nuclear Service Water Pond (SNSWP) on an Sp signal.
This change was reviewed and approved in the Staff's SER dated September 30, 1987. The design bases of the RN System was changed by deleting the assumption of a simultaneous LOCA and seismic event.
It was found that this assumption was unnecessary in meeting the requirements of GDC-5 and -44 or the Standard Review Plan. Furthermore such an event is probabistically insignificant.

requested that the NRC review and approve this change.
In Duke's August 14, 1987 letter, a description was provided of actions taken Plant l

unit in a manner which insures adequate post-accident flows to components on this train of the other unit. With the development of the attached revised Action Statements, pre-alignment to the SNSWP is no longer considered necessa ry.
