. Description of Change
.The proposed change adds three active motor-operated valves (HOVs) to table 3.8-2 of the technical specifications (units 1 and 2) that were i

. prev ous y omitted.
Reason for Change A review of table 3.8-2, the American Society of Mechanical Engineers 1
(ASME)Section XI' active valve listing for SQN, and Engineering Change Notice 6883. identified that three active MOVs had been.omitted.from the technical specification table.
Justification for Change Valves 1-FCV-68-332,'-333 and 2-FCV-68-332, -333 are the block valves for the pressurizer power-operated relief valves (PORVs).
These valves are used to isolate a PORV that is stuck open or otherwise not fully closed.
The valves are considered active under the ASME Section XI testing program (Final Safety Analysis Report Appendix 6.8C).
It was~ determined that the valves have never been listed in. table 3.8-2.
The addition of:the MOVs'to table 3.8-2 is made to ensure that their associated thermal overload (TOL) devices.are' tested pursuant to surveillance requirement (SR) 4.8.3.2.

Valves 1-FCV-1-51 and 2-FCV-1-51 are the trip and throttle valves for the turbine-driven auxiliary feedwater (TDAFW) pumps'. The valve strokes open on a start signal to the TDAFW pump.
The valve also closes and reopens during the automatic. transfer from the normal to the alternate steam supply to the TDAFW pump turbine. As such, it is beneficial to ensure that the MOV will not spuriously trip during required MOV operations by testing the TOL devices pursuant to SR 4.8.3.2.

Significant Hazards Evaluation -
j TVA has evaluated the proposed technical specification change and determined that it does not represent a significant hazards consideration based on criteria established in 10 CFR 50.92(c). Operation of SQN in accordance with the proposed amendment will not:
1 (1) involve a significant increase in the probability or consequences of

an accident previously evaluated.
l The addition of the MOVs to the technical specification table ensures that their associated TOL devices are properly tested pursuant to SR 4.8.3.2.
This ensures that the MOVs wiil not spuriously trip because of TOL during an accident-type sequence.
(2) create the possibility _of a new or different kind of accident from any previously analyzed.
The testing of the TOL devices helps ensure that the MOVs will
-perform their intended function. The function of the MOVs is not altered in any manner.
(3) involve a significant reduction in a margin of safety.
The testing of the TOL devices helps ensure that the MOVs will perform their intended functions.
By ensuring that the MOVs will not spuriously trip because of TOL, the margin of safety is increased.
