Gentlemen:

This refers to'the inspection conducted by Mr. J. B. Baird of this office

and other accompanying personnel during the period October 13-16, 1987, of

activities authorized by NRC Operating License NPF-38, for the Waterford 3

Steam Electric Station, and to the discussion of our findings with

Mr. R. P. Barkhurst and other members of your. staff at the conclusion of

the inspection. 1

Areas examined during the inspection included the implementation of the  !

emergency plan and procedures during the annual emergency response

exercise. Within these areas, the inspection consisted of selective j

examination of procedures and representative records, interviews with l

personnel, and observations by the NRC inspector. The inspection findings j

are documented in the enclosed inspection report. )

Within the scope of the inspection, no violations or deviations were l

identified.  !

The enclosed report identifies four deficiencies in your emergency i

preparedness program observed during the. emergency exercise. You are j

requested to provide this office a schedule for correcting these i

deficiencies within 30 days after_ receipt of this letter, i

We also examined actions you have taken with regard to previously

identified inspection findings. The status of these items are identified ]

j

in paragraph 2 of the enclosed report.  !

The response requested by this letter is not subject to the clearance l

procedures of the Office of Management and Budget as required by the

Paperwork Reduction Act of 1980, PL 96-511. )
