SUBJECT: NOTICE OF VIOLATION
INSPECTION REPORT NO3. 50-259/87-26, 50-260/87-26 AND 50-296/87-26
This refers to the Nuclear Regulatory Commission (NRC) inspection conducted
by G. L. Paulk on June 1-30, 1987. The inspection included a review of
activities authorized for your Browns Ferry facility. At the conclusion of
the inspection, the findings were discussed with those members of your staff
identified in the enclosed inspection report.
Areas examined during the inspection were operational safety, maintenance
observation, reportable occurrences, environmental qualification, IE Bulletin 79-14, the Employee Concerns Program, operator training, previous enforcement
matters, corrective actions, Nuclear Safety Review Staff, and special nuclear
material inventory.
Within these areas, the inspection consisted of selective examinations of
procedures and representative records, interviews with personnel, and observa-
tion of activities in progress.
The inspection findings indicate certain activities appeared to violate NRC
requirements.
The violation involved failure to correct a condition adverse
to quality as required by 10 CFR 50 Appendix B.
The violation, references
to pertinent requirements, and elements to be included in your response are
described in the enclosed Notice of Violation (NOV).
Your attention is invited to unresolved items identified in the inspection
report.
These matters will be pursued during future inspections.
The unresolved item in paragraph 13 concerning the control of special nuclear
materials is being considered for escalated enforcement and no Notice of
Violation will be issued at this time.
Previous violations in Inspection
Report 259,260,296/86-38 indicated a weakness of your management controls in
the area of special nuclear material control and accountability.
In accordance with Section 2.790 of the NRC's " Rules of Practice," Part 2,
Title 10, Code of Federal Regulations, a copy of this letter and its enclosures

will be placed in the NRC Public Document Room.
