Gentlemen:

This refers to the routine safety inspection conducted by Mr. H. Peterson and

others of this office on July 13-16, 1987, of activities at the Quad Cities

Nuclear Generating Station, Units 1 and 2, authorized by NRC Operating Licenses

No. DPR-29 and No. DPR-30, and to the discussion of our findings with

Messrs. T. Tamlyn, G. Spedl and others of your staff at the conclusion of the

inspection.

The enclosed copy of our inspection report identifies areas examined during

the inspection.

Within these areas, the inspection consisted of a selective

examination of procedures and representative records, observations and

interviews with personnel.

Although no exercise weaknesses were identified during the course of this

inspection, we are concerned that this exercise scenario was not of the

quality we have come to expect from your organization.

We are also concerned

about several procedural oversights in scenario preparation resulting in

unduly preventing and and delaying operators from taking their appropriate

corrective actions.

We expect that your staff will make greater efforts to

minimize the types of scenario flaws as are summarized in Paragraph 5f of the

enclosed report.

In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of

this letter, the enclosures, and your response to this letter will be placed

in the NRC Public Document Room.
