Gentlemen:

SUBJECT: NOTICE OF DEVIATION

(NRC INSPECTION REPORT NOS. 50-413/87-13 AND 50-414/87-13)

l This refers to the Nuclear Regulatory Commission (NRC) inspection conducted by

L. Watson on May 18-22, 1987. The inspection included a review of activities

authorized for your Catawba facility. At the conclusion of the inspection, the

findings were discussed with those members of your staff identified in the

enclosed inspection report.

Areas examined during the inspection are identified in the report. Within

these areas, the inspection consisted of selective examinations of procedures

and representative records, interviews with personnel, and observation of

activities in progress.

The inspection findings indicate that certain acti,1 ties appeared to deviate j

from a commitment to the NRC. The deviation, with pertinent references and

'

elements to be included in ycur response, is described in the enclosed Notice.

lhe inspection findings also indicate that certain activities appeared to

violate NRC requirements in the training of licensed operators. However, in

accordance with the Commission Policy Statement on Training and Qualification

of Nuclear Power Plant Personnel (50 Federal Register 11147 (March 20,1985)),

a Notice of Violation will not be issued. We will examine the implementation

of timely corrective action during future inspections.

In accordance with Section 2.790 of the NRC's " Rules of Practice," Part 2,

Title 10, Code of Federal Regulations, a copy of this letter and its enclosures

will be placed in the NRC Public Document Room.

The responses directed by this letter and its enclosures are not subject to the

clearance procedures of the Office of Management and Budget as required by the

Paperwork Reduction Act of 1980, PL 96-511.
