, 'l l Description of Occurrence During routine surveillance of fire-barrier penetration seals, four (4) l

penetrations were identified as not meeting the' acceptance criteria.. These ,

j seals-were declared non-functional due to missing or degraded sealant material. J within the penetration.

Analysis of Occurrence The Oyster Creek plant is currently in' a shutdown condition during which .

required maintenance on systems and components is being performed. Upon discovering the non-functional fire barrier seals, repair. work was scheduled ,

within the existing maintenance schedule for overall plant' maintenance.. 'Since degraded fire seals are required to assure the plant capability.to shutdown, the' work was scheduled such that repairs would be accomplished prior to plant '

startup within the normal constraints imposed by increased maintenance ,

activities. Therefore, it was not possible to accomplish these repairs within; the seven (7) days as specified. 'Since the required fire watches had been-established and the plant was in a shutdown condition, the ~ safety -significance -

of this event is minimal.

Corrective Action Upon discovering the non-functional fire seals, within one hour, a fire watch was established in accordance with the Technical Specification. The l non-functional fire barrier seals will be restored to a functional. status by -
