Sub.j ect - Maintenance Of Operator Licenses On Two Facilities In your letter of October 5,1987, concerning dual licensing of operators, you stated that the selected senior reactor operators who hold licenses on both Unit-1 and Unit 2 are not enrolled in a Ur,it I requalification program.
On May 26, 1987, an amended regulation,10 CFR 55, concerning the licensing of
-reactor tnd senior reactor operators became effective. The background section of the Supplemental Information, provided with the new regulation, states that those facility licensees that have made a cammitment that is less than that required by these new rules must conform to the new rules automatically.
Prior to May 26, 1987, it had been agreed that selected senior reactor operators who were issued licenses on Beaser Valley Unit 2 could retain their operator licenses on Beaver Valley Unit 1 for administrative purposes.
The previous version of 10 CFR 55 allowed individuals to hold operator licenses without being active in the requalification program, however, the license could not be reneweo.
Under the current i lle an o.nerator must be enrolled in the requalification
. program of the facility for which he holds a license, in order to meet the conditions of his license in accordance with 10 CFR 55.53(h).
If the conditions of a license are not met, the license may be revoked in accordance with 10 CFR 55.61(b)(3).
In addition, an applicant for renewal of a license is required to have satisfactorily completed the requalification program for the facili ty for which the operator or senior operator license renewal is sought in accordance with 10 CFR 55.57(a)(4).
We request that you review the above mentioned requirements and inform the NRC, of your plans for meeting these requirements for the individuals identified as potential dual licensed operators.
