This refers to the routine resident safety inspection by Messrs. E. Kelly and
I
S. Kucharski on May 17 - June 30, 1987 at the Limerick Generating Station,
)
Limerick, Pennsylvania. The inspection consisted of document reviews, inter-
views, and observation of activities, and the results have been discussed with
Mr. John Franz of your staff.
Based on the results of this inspection, it appears that one of your activities
was not conducted in full compliance with NRC requirements, as set forth in the
Notice of Violation, enclosed herewith as Appendix A.
The violation represents

a failure to properly implement administrative procedures during refueling floor
activities to assure that Technical Specification requirements are met. This

violation has been categorized by severity level in accordance with the " General
Statement of Policy and Procedure for NRC Enforcement Action," 10 CFR Part 2,

Appendix C (Enforcement Policy).
You are required to respond to this letter
and in preparing your response, you should follow the instructions in Appendix A.
In accordance with 10 CFR 2.790(a), a copy of this letter and the enclosures
