As requested in NRC Administrative Letter 98-03 (Reference 1), this letter provides estimates of the number of new licensing action requests Southern California Edison (SCE) plans to submit for San Onofre Units 1, 2, and 3 in the remainder of NRC fiscal year 1998 and during fiscal year 1999.

Licensing actions include requests for license amendments, exemptions, and reliefs.

SCE p?ans to submit seven (7) new licensing actions during the remainder of fiscal year 1998 (before October 1, 1998), including the following highest priority license amendment requests, Proposed Change Notices (PCNs), which are t

NRC approval of PCN.493, along with PCN 470 identified below, is requested to

. support the San Onofre Unit 2 Cycle 10 refueling outage, which is currently scheduled to'begin on January 2, 1999. Approval of PCN 497, along with PCN 453 identified below, will be requested by September 1,1998 to support overhaul of the diesel generators prior to the Unit 2 Cycle 10 refueling-outage. Other high priority PCNs, and one relief request (RR) which were previously submitted for NRC approval are.the following:

- use of the MNSAs permanently on the pressurizer instrument nozzles and the steam generator channel head instrument nozzles.

In addition, for Fiscal Year 1999, approximately 20 additional licensing

. actions are planned for submittal. Among these licensing actions will be PCN495,.scheduledtobesubmittedby.10/01/98, which is to remove the credit for the charging system flow from the Emergency Core Cooling System (ECCS).

Approval for this PCN will be requested prior to startup from the Unit 2 Cycle 10 refueling outage. SCE is also planning to submit by 11/30/98aPCN which will address the use of other sleeves, in addition to the ABB Combustion Engineering sleeves, in the San Onofre Units 2 and 3 steam generators. 'There will also be licensing-actions associated with the decommissioning of Unit 1, and an anticipated request for a Site Specific Integrated Spent Fuel Storage Installation License Application to support the decommissioning.
