Gentlemen:
This refers to'the special allegation review inspection conducted by
Mr. G, L. Pirtle of this office on May 19 through October 14, 1987,
of an allegation at the Big Rock Point Nuclear Power Plant authorized
by NRC Operating License No. DPR-6 and to the discussion of our
,
findings with Mr. H. Cooper and other members of your staff at the
i
conclusion of the inspection on October 14, 1987.

The allegation pertained to a named individual with unescorted access to the
Big Rock Point Nuclear Power Plant allegedly being convicted in.1982 or 1983
of possession and distribution of a controlled substance.
The enclosed copy of our inspection report identifies areas examined during
the inspection.
The inspection consisted of a review of the investigation
.of the allegation conducted by your staff and documented in a letter, dated
September 9,.1987, submitted to NRC Region III.
No violations'of NRC' requirements were identified.
However, a programmatic
weakness in reference to the vital area access control program was noted and
is addressed in the attachment to this report. You are requested to advise
us in writing, within 30 days after receipt of this letter, of your staff's
proposal and estimated completion date to resolve the concern.
In accordance with 10 CFR 2.790 of the Commissions regulations, a copy of
this letter and the inspection report, excluding the attachment, will be
placed in the NRC Public Document Room. The attachment to this inspection
report concerns a subject matter which is exempt from disclosure according
to Part 73, Title 10, Code of Federal Regulations, Section 73.21.
The
attachment to this report must be handled and protected in accordance with
the provisions of 10 CFR 73.21.
Consequently, the attachment to this report
will not be placed in the NRC Public Document Room.
The response directed by this letter is not subject to the clearance procedures
of the Office of Management and Budget as required by the Paperwork Reduction
