This refers to the resident safety inspection by Messrs. F. Young and S. Pindale
on June 5 - July 8, 1987, at the Beaver Valley Power Station, Unit 1, Shippingport,
Pennsylvania. The inspection consisted of document reviews, interviews and obser-
vation of activities. The findings were summarized and discussed with Mr. Druga
of your stajf at the conclusion of the inspection.
Detail 43).4 of the enclosed inspection report discusses a minor inadvertent radio-
active gaseous discharge on June 30, 1987 due to personnel error. Our transmittal
letter for Inspection Report 87-07, dated June 17, 1987, expressed increased con-
cern about events of this nature and requested your assessment of the cause of such
events as well as identification of your corrective actions. Please include this
event in your response, or if your response has already been submitted, update the
response to include this event.
On July 2, 1987, an Enforcement Conference was held with NRC staff and licensee
management to discuss the inoperability of the Control Room Chlorine Detection
System. When an appropriate enforcement action is determined, you will be notified
