Dear Chairman Zech:

At the behest of f5fty lawrakers and representatives who comprise a tri-state coalition of Maine, New Hamphnim and Massachusetts officials, I want to call upon the Nuclear Regulatory Commission to order an independent investigation on the matter of Seabrook Station.

l The purpose of the proposed investigation will be to thoroughly and responsibly explore certain allegations, almady publically disseminated, that contend Seabrook's design l

and construction are faulty, and as such, the plant, should it become operational, would place the public's health and safety in jeopardy.

Members of the Tri-State Coalition for Public Safety assert that they have the hard I

facts and,relevent evidence necessary to warrant such an investigation. And because I firmly believe the Coalition clearly reflects the concerns of the majority of people who would be subject to any potential radiological emergency at Seabrook, I am con-vinced that such an investigation is now the only means avaiable, at this late date, to restore public confidence in the process.

Wh$ther Seabrook Station is safe or otherwise, there will be no end to controversy and contention unless and until public confidence in the project is won. So let all the interested parties join forces, and make the effort to once and for all assuage public l

doubt. Only with trust restored, will a final decision on the operation of Seabrook Station be accepted by the people.

I am certain an independent investigation, such as the one I call for today, is the may to win that trust.
