Comminnioner McGafhan's Comments on SECY-98-03:

I approve of the staft's approach to'each of the seven methods for providing off-site training to NRC and Agreement State personnel. I also agree that the quality and effectiveness of training

. pro'vided both to NRC and State inspectors and license reviewers cannot be compromised. In that regard, the staff should ensure that a State's training program--regardless of the degree to which it relies on NRC-provided courses--is reviewed under the Integrated Materials Performance Evaluation Program. The IMPEP review might also identify available quality training couises that could be attended by NRC personnel and thus reduce NRC training costs,-

and such information could also be shared with other Agreement States for their consideration in program planning.

STAFF REQUIREMENTS: SECY 98-098 - GUIDELINES FOR PROVIDING ASSISTANCE TO AGREEMENT STATES AND ALTERNATIVES FOR TRAINING The Commission approved the staff's recommendation that the NRC should continue utilizing

. the seven current and historic training methods used by the agency or the States to provide the bmic qualifications for their staff, as described in SECY 98-098, with the understanding that:

1. individual Agreement States are responsible for ensuring that they have a sufficient number of adequately trained staff.
2. while Agreement States are expected to develop training and qualification programs for their staff, these programs are not expected to be identical to those of the NRC and the

' bottom line" is the adequacy of their licensing, inspection, and enforcement programs to protect the public health and safety.

3. the staff should ensure that a State's training program, regardless of the degree to which it roles on NRC-provided courses, is reviewed under the Integrated Materials Performance Evaluation Program (IMPEP). IMPEP reviews should identify, whenever O possible, available quality training courses that could be attended by NRC personnel and thus reduce NRC training costs. Such information should be shared with other Agreement States for their consideration in program planning.
