Since I believe Agreement States are mature, experienced and responsible regulators, I agree with the stafrs statement that they "are also responsible for ensuring that they,have a sufficient number of and adequately trained staff." Therefore, I approve training methods 1 and 2 and I'm willing to endorse a trial period (1 year) for method 3 so the Commission can judge whether this method is too burdensome for both the Agreement States and the NRC and/or is necessary.
