Commissioner Dicus' comments on SECY-98-098.
This is a rather wordy document that basically puts onto paper existing practices. However, I approve the staff's recommended approach with the understanding that while Agreement States are expected to develop training and qualification programs for their staff, these programs are not expected to be identical to those of the NRC and the " bottom line" is the adequacy of their licensing, inspection and enforcement programs to protect the public health and safety.
