I approve Option 2. Under option 2, the staff would continue to infer management performance from examination of inspection results and operational events. Staff guidance would also be

l enhanced to improve the quality and consistency of the management performance assessment.
- This' guidance should stress a "results" or " outcomes" focus in inferring the efficacy of licensee management, i.e., " management is as management does", or accomplishes.
To help determine whether the NRC should mooify its current practice with respect to assessing licensee manager.;ent performance, the staff should provide to the Commission a status report on available staff research results that addresses the extent to which direct indicators can be identified for the following: 1) management performance,2) safety culture,3) effective site communications, smi,4) the degree to which the organization is a " learning organization."
Additionally, an aswssment of the state-of-the-art in assessing management competency l
