The Commission (with all Commissioners Dicus. Diaz and McGaffigan agreeing) disapproved the staff proposal to issue the draft generic letter for public comment as recorded in the Staff Requirements Memorandum (SRM) of June 30,1998. Chairman Jackson approved the staffs proposal.

- In their vote sheets, Commissioners Dicus, Diaz, and McGaffigan disapproved the staffs recommendation to issue the generic letter for formel public comment. ' Chairman Jackson approved issuance of the draft generic letter. Subsequently, the comments of -
