INTRODUCTION l

By letter dated September 10, 1985, as supplemented April 3, 1987, Portland 1 General Electric Company (the licensee) proposed changes to the technical j specifications (TS) for the Trojan Nuclear Plant. These changes would revise 1 the Limiting Conditions for Operation (LCO), Surveillance Requirements, and Bases of TS Section 3.8.2 Onsite Power Distribution Systems. j TS Section 3.8.2.1, "AC Distribution - Operating" is proposed'to be revised to require that specific buses of the AC distribution system be operable and energized from either offsite sources or the Emergency Diesel Generator (EDG).

The current TS states that the AC system must be energized from sources other than the EDG.

A similar change is proposed for TS Section 3.8.2.2, "AC Distribution - Shetdown".

The proposed change would eliminate the current reference to the EDG, and thereby, require that the identified AC shutdown buses be energized and operable 1 without regard to source of power. The Action Statement for TS Section 3.8.2.2 is proposed to be revised to require that the directive requiring the establishment of " containment integrity" be replaced with more explicit text to indicate appropriate procedures to employ in establishing' containment integrity.

A third TS change involves the action statement associated with TS Section 3.8.2.4, "DC Distribution - Shutdown". The existing statement is proposed to ,

be revised in a manner similar to the above Action Statement to be more explicit about efforts required to establish containment integrity.

An editorial change is proposed for TS 3.8.2.2 which would change the term

" vital buses" to " preferred buses," to reflect consistency with terminology employed in the Trojan Updated Final Safety Analysis Report (UFSAR) Section 3.8.1.1.5.2. .

The Bases of 3/4.8 " Electrical Power Systems" would be revised to provide a statement supporting the methodology selected in establishing containment integrity.

On December 4, 1985 (50 FR 49788) the Commission. published a notice of proposed issuance of the amendment in which it made a proposed finding that the amendment does not involve a significant hazards consideration. PGE's April 3, 1987 submittal provided clarification to the September 10, 1985 application and does not alter the staff's initial determination of the original submittal or the action noticed.

DISCUSSION AND EVALUATION The changes proposed for TS Sections 3.8.2.1 and 3.8.2.2 concerning the energization of the AC distribution system during operation and shutdown will bring the Trojan TS into conformance with the Westinghouse Standard Technical Specifications (W-STS) (NUREG-0452, Revision 4) and are acceptable. Elimina-ting the TS reference to the EDG will not reduce any current margin of safety inherent to the plant, because sources of power for the AC system are governed by TS Sections 3.8.1.1 and 3.8.1.2. Any additional reference to power sources serves only to add unnecessary redundancy and to introduce potential for misinterpretation.

Proposed changes to the Action Statement of TS Sections 3.8.2.2 and 3.8.2.4 place the Trojan TS into conformance with counterpart Action Statements of the W-STS. By being more specific as to the action required to establish contain-ment integrity, the TS places more information at the availability of the operator, thereby, reducing the potential for operator error. The editorial change regarding minimum vent size of 3.40 square-inch to vent the RCS is acceptable since it provides consistency with TS Section 3.4.9, Reactor Coolant System."

Other editorial changes proposed by the licensee will provide consistency between terminology that is used by the TS statements, to that which is used in the Updated Final Jafety Analysis Report. This will climinate the potential for misinterpretation and, thereby, reduce the possibility of operator error.

Our review of the licensee's proposed changes has surfaced no issue which would create a new or different kind of accident, or involve a reduction in an existing margin of safety. The proposed changes would bring the Trojan TS into closer conformance with the W Standard Technical Specifications. Based on our review,wefindthattheproFosedchangesregardingthisportionoftheW-STS are applicable for Trojan, and thus, are acceptable.

CONTACT WITH STATE OFFICIAL The NRC staff has notified the Oregon Department of Energy of the proposed issuance of this amendment along with the proposed determination of no significant hazards consideration. No comments were received.

ENVIRONMENTAL CONSIDERATION This amendment involves a change in the installation or use of a' facility component located within the restricted area as defined in 10 CFR Part 20.

The staff has determined that the amendment involves no significant increase in the amounts, and no significant change in the types, of any effluents that

-may be released offsite, and ' hat there is no significant increase in individual or cumulative occupational radiation exposure. The Commission has .

. .a previously published a proposed finding that the amendment involves a no significant hazards consideration and there has been no public coment on such finding. Accordingly, the amendment meets the eligibility criteria for I categorical exclusion set forth in 10 CFR 951.22(c)(9). Pursuant to 10 CFR 651.22(b), no environmental impact statement or environmental assessment need be prepared in connection with the issuance of the amendment.

CONCLUSION l 1

We have concluded, based on the considerations discussed above, that (1) there f is reasonable assuance that the health and safety of the public will not be l endangered by operation in the proposed manner, and (2) such activities will I I

be conducted in compliance with the Commission's regulations, and (3) the issuance of the amendment will not be inimical to the common defense and.
