Relief from Hydrostatic Test Requirements for UHI Cappin McGuire Nuclear Station, Units 1 and 2 (TACS 65133/65134 By letter dated April 7,1987, you requested relief from the hydrostatic testing requirements of ASME Code Section XI for portions of the Safety Injection systems for McGuire Nuclear Station, Units 1 and 2.
The request results from modifications involving capping of the four Upper Head Injection (UHI) penetrations at the reactor vessel head.
Removal of the UHI system and capp(Unit 1) and 38 (Unit 2).ing of the penetrations were previously authorized by Licens 57 Paragraphs IWA-4400 and IWB-5000 of ASME Boiler and Pressure Vessel Code,Section XI, 1980 Edition through the Winter 1980 Addenda, require a test pressure of 2295 psig at a temperature of 500*F or higher, increasing to a maximum of 2500 psig at 100*F or less. Relief was requested based upon your inability to achieve the specified pressure and temperature.
- Instead, you proposed 100% radiographic and 100% PT examinations upon completion of all pressure boundary welds, PT examination of all root pass welds, inservice leak testing during Mode 3, and a 10 year hydrostatic test.
The staff has determined that the Code requirements are not practical in this case because the temperatures and radiation levels encountered by test per-sonnel would be excessive, because fuel damage could result, and because the number of design pressure cycles allowed during plant life are limited. The proposed combination of weld design, nondestructive examinations and leakage tests of the capped penetrations will provide an acceptable level of structural integrity. Our Safety Evaluation Report is enclosed.
