i NOTICE OF VIOLATION l l

l Carolina Power and Light Company Docket Nos. 50-325, 50-324 Brunswick License Nos. DPR-71, DPR-62 I

During the Nuclear Regulatory Commission (NRC) inspection conducted on l June 1-30, 1987, a violation of NRC requirements was identified. The violation l involved failure to follow procedure regarding completion of post-trip review I documentation. In accordance with the " General Statement of Policy and Procedure for NRC Enforcement Actions," 10 CFR Part 2, Appendix C (1985), the j violation is listed below: '

Technical Specification 6.8.1.a, requires that written 3rocedures be implemented covering the applicalle procedures recommended in Appendix "A" l of Regulatory buide 1.33, November 1972. Appendix "A", item B.3, I recommends procedures for scram recovery. 01-22, Revision 14, Plant Incident and Post-Trip Investigation, implements item B.3. Step 6.6.2.1 of 01-22 requires the completion of sections 1 through 9 of attachment 1 of 0I-22 as part of the plant restart process.

Contrary to the above, procedures were not implemented in that, on '

June 17, 1987, sections 7 and 8 of attachment 1 of OI-22 had not been completed prior to unit restart. The unit had scrammed on June 12 and had  ;

restarted on June 13, 1987. i l

This is a Severity Level V violation (Supplement I). l 1

l Pursuant to the provisions of 10 CFR 2.201, Carolina Power and Light Company is l hereby required to submit to this office within thirty days of the date of the letter transmitting this Notice, a written statement or explanation in reply, including (for each violation): (1) admission or denial of the violation I (2) the reasons for the violation if admitted, (3) the corrective steps whi,ch l have been taken and the results achieved, (4) the corrective steps which will be taken to avoid further violations, and (5) the date when full compliance will he achieved. Where good cause is shown, consideration will be given to extending the response time. '
