Millstone Nuclear Power Station, Unit No. 2 Proposed Changes to Technical Specifications Additional Information Pursuant to 10CFR50.90, Northgast Nuclear Energy Company (NNECO) submitted, in a letter dated July 14,1987,\l) an application to amend its Operating License, DPR-65, by incorporating proposed changes into the Technical Specifications for Millstone Unit No. 2. Part of this application consisted of proposed changes to Page 6-19, Section 6.9.1.5 (Annual Report), adding the requirement that the annual Report submitted to the NRC Staff include documentation of all failures of and challenges to the pressurizer PORVs and safety valves.

The purpose of this letter is to correct an error identified with the Reference (1) submittal. Due to an administrative oversight, two words were left out of the proposed Section 6.9.1.5(d) added to Page 6-19. The revised Page 6-19, attached herein, reflects the necessary correction.

NNECO has defined " failures" of the pressurizer PORVs and safety valves as the

" inability to lif t or reclose within the tolerances allowed by the design basis." The words "o_r reclose" were not included in the proposed Technical Specification change) This wording was committed to by NNECO in a letter dated December 10, 1986.t2 With respect to the above discussed wording addition, the submittal in Reference (1) remains valid. It is the position of NNECO that the evaluations pursuant to 10CFR50.59 and 50.92 documented in Reference (1) remain unchanged as a result of the addition of these two word. This wording addition increases the scope of what is to be reported based on the proposed Section 6.9.1.5(d).
