' Dear Mr Taylor:
-On May 16, 1998, the NRC completed an ins)ection at your V. C. Summer reactor
)
-facility.
The enclosed report presents tie results of that inspection.
During the.six-weeks covered by this inspection period, your conduct of
activities at the V. C. Summer facility was generally characterized by safety
conscious operations and conservative decision making. A violation was
identified for the failure to take timely corrective action on an industry.
identified deficiency involving solid state prottction system testing. Your'
staff failed to recognize that the deficiency constituted a failure to -
adequately perform Technical Specification (TS) surveillance testing.-

The violation is cited in the enclosed Notice of Violation (Notice). and the

,
circumstances surrounding the violation are described in detail inL the -
i
enclosed report.
Please note that you are required ~to respond to this letter

-and should follow the instructions. specified in'the enclosed Notice when
preparing your. response.
The NRC will use your response in part, to
determinewhether'furtherenforcementactionisnecessaryto'ensurecompliance;
with regulatory requirements-,
In addition your response should include a
'_ description of your plans to correct the TS omission of an applicable ACTION
statement for the turbine trip and feedwater isolation automatic actuation
logic.
