a): Generic Letter 84-11 dated April 19, 1984-

Dear Mr. Murley:

Reference (a) requires ongoing IGSCC Inspections to be conducted Boiling Water Reactor facilities.

In accordance with the requirements of j

Generic Letter 84-11, Commonwealth Edison is transmitting its proposed

{

inspection plan for Quad Cities Unit 1.

Current plans call for the outag e to begin in mid-September and terminate in early December 1987.

plan for IGSCC-R31a Cd Activities Fall 1987 tage t-1.

During the Spring 1984 outage, Ipduction Heat Stress Improvement (IHSI) was perforned on approximately 74 welds (63 recirculation welds and 11 RHR weld).

Consideration is being given to the

(

performance of stress improvement on additional high temperature

)

stainless steel welds during this outage.

2.

The accompanying table titled " Augmented stainless Steel-Weld Inspection Plan-Fall 1987-Quad Cities Unit One," provides the sampling plan for addressing intergranular stress corrosion cracking concerns.

The plan fol:Lows the requirements of Generic Letter 84-11.

3.

The proposed inspection plan inc2udes UT inspection of 29 previously examined welds, 21 noi: previously examined weldt,1 weld with known flaws and 3 weld overlays.

This plan fully meets generic letter 84-11 requirements Additional weld overlays and welds which have not been previously examined may be inspected during this outage in anticipation of NUREG 0313 Rev. 2 requirements.

4.

All stainless steel weld examinations will be preformed by special level II inspectors, qualified by EPRI after September l

10, 1985.

Examination of weld overlays will be performed by Special Level II inspectors qualified by EPRI to inspect weld overlays.

5.

If any additional IGSCC flaw indication are identified, they will be resolved consistent with the (ntent of Generic Letter 84-11.

If repairs are required, weld overlays will be utilized which take into account flaw character (zation, depth, length and material toughness concerns for SMAW and SAW deposited material.

All welds with axial flaws detecded will have an overlay repair applied.

6.

If flaws are found within the ins pection sample of a specific piping category, another equivalent sample of thu same number in that category will be inspected.

Categories are defined by the horizontal lines en the attached table.

7.

SER requirements to be addressed.

A.

More INSI treated welds are included in the inspection plan.

(SER 3.1) 9.

Flawed weld #02BS-S9 will be reinspected this outage.

(SER 3.2)

C.

Previously flawed weld #02BSqs12 repaired by the removal of flaws and the installation ofj half-couplings will be re-examined to ensure that no flaws were missed during previous inspections.

(SER 3!.3).
