Submittal of the Vermont Yankee Individual Plant Examination for External Events (IPREM Renort - Ramonse to Generic Letter 88-20. Sunnlement 4 i

This submittal is Vermont Yankee's response to Reference (a), which requested that each licensee perform an individual plant examination of external events to identify vulnerabilities, if any, to severe accidents and report the results together with any licensee-determined improvements and corrective actions to the Commission. The guidance from NUREG-1407, Reference (b), was used in preparing this evaluation which is provided as the enclosure to this

letter.

Through this evaluation, we have further developed our understanding of external event l

phenomenon and have confirmed that external events do not have a significant influence on our M plant design and operation. We did identify improvement opportunities with regard to external events at Vermont Yankee and these will be addressed either through completed or planned evaluations of plant hardware and procedure modifications. The remaining risk from external events is discussed in detail in the enclosure, was determined to be acceptably low, and did not l

warrant specific plant enhancements.
