This refers to the rautine safety inspection conducted by site inspectors from
Hay 9, 1987 to June 22, 1987, of activities authorized by NRC License No.

DPR-73 and to discussions of our findings held by Mr. T. Moslak of our office

with you and otuer members of your staff on June 26, 1987.
Areas examined during this inspection are described in the Ir.spection Report
which is enclosed with this letter. Within these areas, the inspection
contisted of selected examinations of procedures and representative records,
inti.rviews with personnel, and observations by the inspector.
Based on the results of this inspection, it appears that certain of your
activities were not conducted in full compliance with NRC requirements, as set
forth in the Notice of Violation, enclosed herewith as Appendix A.
These
violations have been categorized by Severity Level in accordance with the NRC
Enforcement Policy (10 CFR 2, Appendix C) published in the Federal Register
Notice (49 FR d583) dated March 8, 1984.
Also, this letter acknowledges receipt of your letter dateo May 7,1987, in
response to Inspection Report 50-320/87-02. The actions described in your
letter were reviewed in the subject inspection report.
