Dear Mr. Burnett:
This letter responds to the Nuclear Regulatory Commission's (NRC) August 28, 1987, letter concerning weld repairs on the NAC-1E cask and an open valve on the NAC-1 (NFS-48) cask. This is also in followup to telephone conversations between our staffs over the last 2 months on the matter.
The concerns expressed by the NRC has been extensively reviewed by offices with the Department of Energy (00E), including Transportation Management, Operational Safety, Savannah River Operations Office, and the Headquarters Certification Office.
Further, the Nuclear Assurance Corporation (NAC), owner of the cask, has kept DOE informed of actions they have taken to:
1.
Notify the NRC concerning potential problems with the casks; 2.
Develop weld repair procedures to correct the effects of a temporary seal weld installation and removal on the NAC-1E cask; and 3.
Develop a valve handle modification to ensure valves are closed during shipment of the NAC-1 series casks.
In addition, we understand a proposed amendment on each cask has been submitted to NRC by NAC for repairs and modifications to the casks.
After careful internal review of the above information and discussions with your staff, DOE concludes satisfactory solutions have been proposed and we have fulfilled your request. We have directed NAC to work directly with your staff to (a) consider appropriate administrative controls if the NAC-1 cask were to be used prior to valve modifications, and (b) assure timely repairs and cask modifications to NAC-1E, particularly weld repairs and bevel design amendments.
