Dear Mr. Mauck:
This is in regard to our telephone conversation of August 27, 1987, concerning the NAC-lE cask.
We understand the cask may have been damaged by temporary welds made to seal the closure or by decontamination operations.
We also understand that one or more valves on the cask may not have been properly closed during a recent shipment.
The Department of Energy (DOE) has registered with the Nuclear Regulatory Commission (NRC) as a user of the package under the provisions of 49 CFR S173.471.
Because this cask is used both by DOE and by NRC licensees and because DOE is using the cask under NRC Certificate of Compliance No. 9183 and to assure that potential problems are identified and corrected, we request that any defects or significant reduction in effectiveness which may have occurred while the cask was in service by DOE be reported to the NRC as would be required by the provisions of 10 CFR S71.95.
