This refers f to the Nucle'ar Regulatory Commission (NRC) inspection cont'ucted by

A. Gooden on January 23-27, 1989.

The inspection included a review of

i

activities authorized for your Summer facility.

At the conclusion of the

inspection, the findings were discussed with those members of y'our staff

identified in the enclosed Inspection Report.

Areas examined during the inspection are identified in the report.

Within

_these areas, the inspection consisted of selective examinations of procedures

and representative records, interviews with personnel, and observation of

activities in progress.

The inspection findings indicate that certain activities appeared to violate

NRC requirements.

The violation, references to pertinent requirements, and-

elements to be included in your response is described in the enclosed Notice of

'

Violation.

'

Your attention is directed to the violation concerning emergency response

training. Over the past three years our inspections have disclosed problems in

the area of emergency preparedness training during three inspections

(50-395/86-05,88-11, and 89-02).

As a result, we are concerned about the

, implementation of your management control systems for assuring full

qualification of those who are assigned emergency response duties.

Consequently, your response to the cited violation should include those actions

taken, or planned, to improve the emergency response training system for

ensuring that personnel qualifications are maintained current.

In accordance with Section 2.790 of the NRC's " Rules of Practice," Part 2,

Title 10, Code of Federal Regulations, a copy of this letter and its enclosures

will be placed in the NRC Public Document Room.

The responses directed by this letter and its enclosures are not subject to the

clearance procedures of the Office of Management and Budget as required by the

Paperwork Reduction Act of 1980, Pub. L. No.96-511.
