UNIT I (TAC NO. 68206) l T'he NRC staff has determined that a series of audits is necessa to verify the proper implementation of the Babcock & Wilcox Owners Group (BWO Safety and l

Performance Improvement Program (SPIP) recommendations at each B&W designed facility. This audit series consists of a SPIP programmatic audit, a SPIP recommendation implementation audit, and a followup audit, if necessary. The programmatic audit for TMI-1 is planned for the week of July 31, 1989. The i

implementation audit is tentatively scheduled for late October 1989.

The following infonnation concerning the programmatic audit is provided to facilitate your preparation in support of the audit. The purpose of the audit is to evaluate the adequacy of your program to implement the BWOG SPIP recommendations.

Major areas to be evaluated are:

Management Commitment and Involvement - assess the degree to which corporate and plant management is comitted to and involved in the

)

SPIP process (i.e., assess the degree of effort assigned to establishing, implementing, and controlling the SPIP program).

Review Team Commitment and Involvement - assess the degree to which the recommendation review team is comitted to and involved in the SPIP process (i.e., assess the degree of effort assigned to review the recommendation basis, safety implications, system interactions, design modifications, procedure changes, implementation scheduling and the control of technical support team interfaces). This area will I

include an evaluation of your applicability and implementation reviews for about 30 to 40 recommendations, selected by the NRC.

Work Group Commitment and Involvement - assess the degree to which specific plant work groups are comitted to and involved in the SPIP process (i.e., assess the degree of effort assigned to modifica-tion installation procedures, quality assurance and quality control, test Ond acceptance criteria, maintenance plan development, and interfacing with rev!ew teams and management).
