NRC PROGRAMMATIC AUDIT OF SAFETY PERFORMANCE IMPROVEMENT PROGRAM (SPIP) - THREE MILE ISLAND UNIT 1 (TAC NO. 68206)

Enclosed is an evaluation report on the implementation'of the Babcock & Wilcox -

4 Owners Group's Safety and Performance Improvement Program (SPIP) at Three Mile

. Island, Unit 1(TMI-1). This evaluation is based on an NRC staff audit at 4

your Corporate headquarters in Parsippany, New Jersey during the week of July 31, 1989. The audit was-conducted with assistance from Idaho National Engineering Laboratory consultants.

The staff-audit of SPIP implementation is planned for two phases:

(1)a programma+.ic audit to evaluate the commitment and involvement of corporate managemenc'and the site organization in the SPIP re

' disposition of SPIP technical recommendations (TRs)garding)the process for

audit to perform more detailed review of the implementation and disposition of

' individual SPIP TRs. We have completed the programmatic audit, and have scheduled the implementation audit for the week of April 2,1990.

-As a result of the' programmatic audit, the staff found that:

.(1)- GPUN corporate and site management were committed to and adequately involved in the SPIP and established a formal process to adequately control the disposition of TRs,

(2) the personnel involved in the SPIP process are knowledgeable with respect to their SPIP duties and responsibilities,

'(3) good communication channels existed between organizations, (4) TRs were receiving adequate prioritization for i

disposition and were being closed out in a timely manner even though some TRs were categorized as Close/ Operable with open action items still outstanding, L

(5) the open action items were adequately tracked in the Review Board meetings minutes and were being satisfactorily completed, and 891017000s 891006 l

s (6) the documentation presented in the TR files was auditable and in mesi cases, adequately supported the decision regarding TR disposition.

There are only a few minor deficiencies, described in Appendix D of the staff evaluation report, such as an omission in the meeting minutes of SPIP Review Board approval of TR disposition. These findings were discussed at the exit meeting on August 3, 1989.
