BRUNSWICK STEAM ELECTRIC PLANT, UNITS 1 AND 2, CONTROL R00 DRIVEPIPING(TACNOS. 66310 & 66311)

By letter dated September 28, 1987, you requested relief from the schedular r requirements of-Section XI of the ASME Code pursuant to 10 CFR 50.55a(g)(5). l Relief was requested to extend the allowable time for the performance of the ~ i hydrostatic test and visual inspection of the ASME Class 2 control rod drive j (CRD) insert and withdrawal piping for Brunswick Steam Electric Plant (BSEP), j Units'I and 2.Section XI of the ASME Code, 1977 Edition through the Summer 1978 Addenda, requires that these lines be hydrostatically tested at, or near the.end of the inspection interval, which ended in March 1987, for Unit 1 and November 1985, for Unit 2. Justification was provided for extending the allowable time: for performance of this test until the next refueling outages for both units.

We have completed our review of your relief request submitted by letter dated September 28, 1987; the_ details of our review are provided in the enclosed ,

Safety Evaluation. Based on our review, we conclude that relief from the ASME (

Code,Section XI schedular requirements for performing and documenting the i hydrostatic tests of the CRD piping at BSEP, Units 1 and 2 may be granted.

We have determined pursuant to 10 CFR Part 50.55a(g)(6)(i), that the granting  !

of this relief is authorized by law and will not endanger life or property or  !

the common defense and security and is otherwise in the public interest. In making this determination, we have given due consideration to the burden that could result if these requireme9s were imposed'on the facility. Operation of the Brunswick facility until the next scheduled refueling outages (November 1988 for Unit 1 and January 1988 for Unit 2), at which time the ASME require- )

ments will be met, is, therefore, acceptable.
