1. Letter No. P-86671 from R. O. Williams Jr., PSC, to H. N. Berkow, NRC, dated December 23,1986.

2. Generic Letter 84-13, " Technical Specifications for Snubbers," dated May 3, 1984.  ;

On December 23, 1986, Public Service Company of Colorado (PSC) submitted in i Reference 1 proposed changes to the Technical Specifications of the Fort St. j Vrain Nuclear Generating Station, in accordance.with revisions and modifica-tions to technical specifications for snubbers as stated in Reference 2. A modification stated in Reference 2 specifies that: "All snubbers shall be operable. The only snubbers excluded from this requirement are those installed -

on non-safety-related systems and then only if their failure of the system on l which they are installed, would have no adverse effect on any safety-related ,

system." The modification proposed by PSC indicates essentially that only I snubbers on Class I piping shall be operable. Clarification and confirmation is therefore needed if the specification for Fort St. Vrain Class I piping l snubbers corresponds and satisfies the requirement for limiting condition for j operation as specified in Reference 2. This may require verification that ,

failure of non-safety-related systems will not affect adversely the functional i and structural integrity of any safety-related systems which may be located in i the vicinity of such non-safety-related systems.
