Request for Information Regarding Power Lockout of the Cold Leg Accumulator'Isolatien Valves, McGuire Nuclear Station, 4
m Units 1 and 2 (TACS 64194/64195)
By letter dated December 17, 1986, you requested a change to the McGuire Technical Specifications with regard to the surveillance requirements for power lockout of the cold leg accumulator isolation valves. By letter dated February 13, 1987, you provided anichematic and description of a power lockout circuit x
[n for the cold leg accumulator isolation valves which would be used in conjunction with the proposed surveillance requirements to verify power lockout of the isolation valves. Your Mart.h 2,1987 letter described the means you intend to use to periodically verify the Technical Specification requirements that power L
, to the isolation valves is disconnected.
1 We have reviewed the proposed change and find that the proposed surveillance would not provide a level of assurance that power is disconnected from the isolation valves that is commensurate with the existing surveillance requirement that power be verified disconnected by removal of the breaker from the isolation valve operator circuit. The proposed surveillance would only verify that the power disconnect switch (of the power lockout circuit) is in the disconnect position and that the valve indicator light indicates the valve is open; it would not verify that the power lockout circuit is actually functioning. As a result, several undetected failures could occur, such as n short or malfunction of the switch contacts, which could result in disabling of the power lockout fux: tion.
Accordingly, we request that you provide additional justification for conducting the surveillance as you have proposed, or that you provide a periodic surveillance that actually verifies the proper functioning of the power lockout circuit.
