'HEMORANDUM FOR:

FROM:
Lawrence C. Shao, Director Division of Engineering and Systems Technology
SUBJECT:
NRC/BWROG MANAGEMENT MEETING
SUMMARY
-REPORT l
OnMarch7,.1989,NRRmanagementmetwithBWROwnersGroup(BWROG) management
/
at NRC Headquarters,.One White Flint North, Rockville, Maryland to' discuss items of current interest to NRC and the BWROG. Enclosure 1 lists the meeting attendees.
i Overall BWROG trends were discussed including the group's desire to take a more proactive approach to issues.
In this regard the BWROG has been pleased with the efforts on BWR stability and generic BWR technical specifications.
However, the recent rule on topical report fees is causing concern among the-
~ owners regarding the. full cost recovery for review and particularly the.
potential cost of. reviewing the generic'BWR technical-specification topical report. The utilities have held a meeting on valve erosion and they will meet with NRC in the near future to' discuss this subject. Other trends-mentioned were BWROG efforts on issues related to suppression chamber vacuum breaker air supply and Byron-Jackson pump bearing plate.
i Current NRC positions on ATWS diversity in trip systems and Regulatory Guide 1.97 neutron flux monitoring were discussed. The NRC agreed that they owed a response on both issues to the BWROG. NRC review schedules for BWROG. priority issues Were discussed. These priority items included main steam isolation valve (MSIV)' leakage, suppression pool temperature limit and main steam line i
radiation monitor.
It was determined that further technical level discussion was needed on the MSIV leakage issue.
l dated and future The NRC review schedule for previous BWROG submittals was up(see Enclosure 2).
anticipated submittals were briefly discussed by the BWROG The NRC concern on steel containment corrosion was discussed. NRC put forth the possibility of including this area in the inspection program.
It was agreed to further discuss this item. Although it is not considered to be a l
serious safety concern, because of the apparent high frequency of loss of l
shutdown cooling recently experienced in BWRs the NRC requested the BWROG to look into the situation. The BWROG presented a brief discussion of a very preliminary limited scope review of the recent loss of shutdown cooling i
experience (seeEnclosure3). NRR management requested that the BWROG assess j,a the loss of shutdown cooling from a broader perspective to determine if such U(U events could lead to an unsuspected problem.
Reactor Yessel inspection and gi!
hydrogen addition were also briefly discussed and those subjects will be
,n I
k
,fu covered in more detail in forthcoming meetings.
