This refers to the routine safety inspection conducted by Mr. A. Krasopoulos_of
this office on August 31 - September 4, 1987 at the Pilgrim Nuclear Power
Station, Plymouth, Massachusetts of activities authorized by NRC License
No. DPR-35 and to the discussions of our findings held by Mr. A. Krasopoulos

with Mr. K. Roberts at the conclusion of the inspection.
Areas examined during this inspection are described in the NRC Region I
Inspection Report which is enclosed with this letter. Within these areas, the
l
inspection consisted of selective examinations of procedures and representative
l
records, interviews with personnel, and observations by the inspector.
!
Within the scope of this inspection, no violations were observed.
However,
.
three issues that in our view must be resolved prior to plant restart were
,
identified.
Specifically, (1) the basis for exemption from 10 CFR 50 Appendix
I
R requirements for a fire suppression system in the control room must be
l
re-evaluated since it has been determined that the control room floor does not
satisfy the requirements for a three hour fire barrier, and (2) your position
regarding the internal sealing of conduit penetrations in fire barriers is not
consistent with criteria established in Branch Technical Position CMEB 9.5-1,
and in the guidance issued in Generic Letter 86-10. These issues must be
resolved with the NRC Office of Nuclear Reactor Regulation.
In addition, (3)
your staff committed during this inspection to provide NRC Region I the completed
fire barrier evaluations for the plant approximately one month before proposed
plant restart.
These issues are discussed in greater detail in Section 2.0 of
the enclosed report.
