- Pursuant to -100FR 50.90, please find attached proposed license amendments to i facility operating licenses NPF-9 and NPF-17 for McGuire Nuclear Station Units 1 and 2, respectively. The proposed revisions to Specification 3/4.7.7 will ' in- -

crease the scope of surveillance, increase operating flexibility and reduce: the overly-conservative actions that presently exist in the McGuire specification.

The proposed revision will also make the specification more ' closely reflect ' the z

actual licensing, basis of the plant.

This proposed license amendment package consists of eight attachments. Attach-ment 1 provides background information on the design of the Auxiliary Building

, Filtered Ventilation Exhaust (VA) System. Attachments 2, 3, and 4 provide dc.-

tailed technical presentations on risk, post-accident heat removal and humidity effects, and off-site dose consequences. These technical presentations provide the basis for the safety evaluations for most of the proposed changes presented in Attachment 5. (Four proposed changes are fully technically justified within Attachment 5.) Attachment 6 provides the significant hazards consideration for l all changes. Attachment 7 provides the actual proposed technical specification  !

revision and Attachment 8 provides the revised Bases. )

Pursuant'to 10CFR 170, please find attached a check in the amount of $150.00.

I NRC Staff is requested to review this proposal in a timely manner. In that the .!

existing technical specification is overly-conservative and provides insufficient time to perform corrective actions, it has the potential to cause unnecessary
