-This refers to the routine resident safety inspection by Messrs. J. Beall, and'
L. Prividy for the periods July 11 - July 30,1987, and August 8 - August 28,
.
1987, at the Beaver Valley Power Station, Unit 2, Shippingport, Pennsylvania.

The inspection consisted of document reviews, interviews and . observation of.
j
construction and preocerational test activities. The findings were discussed
'
with Mr. T. Noonan and others of your staff.
Areas examined during this " inspection are ~ described in -the : NRC Region I
Inspection Report which is enclosed with this letter.- Within these areas, the
inspection consisted of selective examinations of procedures and representative
records, interviews with personnel, and observations by the inspectors.
Within the scope of this inspection, no violations were, identified, however,
the valving misalignment incident documented in the enclosed Inspection Report
is of particular concern to us.
Inadvertently misaligned manual : valves in
safety systems and instrument lines have the potential to place the unit in-an
unanalyzed configuration without providing any warning to plant operators.
Although in this case there was no degradation in the level ofi safety, your

continued heightened attention to this concern
is requested to prevent
recurrence.
Attachment 1 to the enclosed inspection report contains ' details of your
l
security program that have been determined to be exempt from public disclosure
1
in. accordance with 10 CFR 73.21 (Safeguards Information).
Therefore, this
attachment will not be placed-in the NRC Public Document Room and will'. receive
limited distribution. This letter and the remainder of the inspection report
,
will be placed in-the Public Document Room.
