Fort St. Vrain Unit No. 1 Simulators
Dear Mr. Collins:
We have noted with great concern, that the recent nuclear eartes act (House Bill HR 3809-62) has included the requirement for all reactor operating training programs to be based on the use of simulators.
We have in the past se forth our position fcr simulator requirements with reference to Fort St. Vrain. Most recently we discussed our concerns with you, members of your staff, Harold Denton and Bob Clark at our on-site meeting of December 16, 1982.
We discussed NRC Generic Letter 82-18 and SECY-82-232 wherein the requirement for site-specific simulators had been removed from the Operator Training Programs pending further NRC evaluation to be completed around July 1983. Additionally we expressed specific concern about the economic impact of developing a site specific simulator for the one and only HTGR in the United States. As a result of this meeting we felt it was the general consensus that considering the economic impact, a site specific simulator for Fort St.
Vrain was highly questionable.

We would urge you, however, to take all action possible to resist such requirements, and would specifically. request -that Fort St.
Vrain be exempted from the simulator requirements set forth by House Bill HR 3809-62.
