Plan to Meet 10 CFR 55.45 Requirement

Gentlemen:
In accordance with the requirements of 10 CFR 55.45 (b) (1) (i),
Public Service Company of Colorado (PSC) submits the attached plan to develop a simulation facility for Fort St. Vrain Nuclear Station.
The plan provides for a
completed simulation facility by November 1990.
At that time, in accordance with the requirements of 10 CFR 55.45 (b)'(2) (ii), application will be made to the NRC for approval of the complete simulation facility.
PSC would also like to pursue approval of a Training Program utilizing a completed part-task simulator of the reactor controls (1-03) within the 1988-89 time period.
It is noted that the guidance of the USFG, as presented in the referenced letter, will be used in the development of the Fort St.
Vrain simulation facility.
