' COMPLIANCE WITH ATWS RULE 10 CFR 50,62-i RELATING TO ALTERNATP ROD INSERTION SYSTEM NEBRASKA PUBLIC POWER DISTRICT DOCKET N0.-50-298 L 1. 0 INTRODUCTION .

On September 23,1987, the_ staff issued its Safety Evaluation (SE) for its  !

evaluation of the Alternate Rod Insertion (ARI) system proposed for  !

installation in the Cooper Nuclear. Station during the 1988 refueling ;j outage. The SE was based on information provided by the licensee in~its letters dated October. 14, 1985 and April 8, 1987, and in a telecopy provided on August 4,- 1987. In the October 14 letter, the licensee _ stated that the ARI' solenoid valves would be provided with control room position i '

indication. However, in a letter dated October 13, 1987 the licensee requested staff concurrence to provide position indication at another location outside the control room (auxiliary relay room) instead of in '

the control ~ room.

i 2.0 EVALUATION The staff's September 23, 1987 SE acknowledged the licensee's original plans to provide control room solenoid valve position indication. However, i such a feature is not a requirement of 10 CFR 50.62 or staff positions related to implementation of that rule. Control room ARI solenoid valve i position indication would not be necessary in event of an ATWS, since l actual control rod position indication is provided in the control room.

Valve position indication in the Auxiliary Relay Room will facilitate  !

surveillance testing of the ARI system. j

3.0 CONCLUSION

I The licensee's plans for relocating ARI position indication out of the control room to another location in the control building are acceptable. ,
