TEMPORARY WAIVER OF COMPLIANCE FROM TECHNICAL SPECIFICATION TABLES 3.2.2 AND 4.2.1; Re:

Millstone Nuclear Power Station, Unit No. 1 By letter d'ated October 20, 1987, you requested an amendment change to Technical Specifications Tables 3.2.2 and 4.2.1 of Facility Operating License

. No. DPR-21 to reflect the deletion of the. low reactor pressure permissive

- switches from the emergency core cooling system-(core spray and low pressure

- coolant injection) pump start logic. The current Technical Specifications.-

cit'ed above states that the low reactor pressure permissive switches are-part q

of the pump start logic and states their minimum test and calibration frequency.

- These switches were deleted from Millstone Unit No. I during the 1987 refueling outage.

We have reviewed.the justification provided by your letter and conclude that the pump start logic without the low reactor pressure permissive switches will not place the plant in an unsafe condition nor will it present any undue risk -

to the health and safety of the public. This conclusion is based upon the technical justifications in your October 20, 1987, letter and upon our review of the removal of these switches in the Integrated Safety Assessment Program (ISAP Topic 2.16, Reactor Protection Trip System).

This letter grants a waiver of compliance with the cited Technical Specifica-tion requirements and will be in effect through December 21, 1987, while we complete the processing of the requested license amendment.
