Dear Mr. Williams:
SUBJECT:
EQUIPMENT QUALIFICATION (EQ) INSPECTION N0. 50-267/87-10, FORT
ST. VRAIN NUCLEAR GENERATING STATION, PLATTEVILLE, COLORADO
This refers to an NRC Region IV inspection to review compliance with
10 CFR 50.49 of activities authorized by License No. DPR-34, conducted by
Messrs. A. R. Johnson and R. E. Ireland, onsite during the periods of
-April 6-10 and 20-24, 1987, and subsequently at the NRC Region IV office until
May 1, 1987, concerning the Fort St. Vrain Nuclear Generating Station. 'The
.
findings were discussed with members of your staff at the conclusion of the
inspection.
Areas examined during the inspection included your implementation of a program
for establishing and maintaining the qualification of electric equipment within
the scope of 10 CFR 50.49. Within these areas, the inspection consisted of
selective examination of procedures and representative records, interviews with
personnel, and observations by the NRC inspectors. The inspection findings are
documented in the enclosed inspection report.
Within the scope of the inspection, no new violations, deviations, or-
unresolved /open items were identified.
We have also examined actions you have taken with regard to two previous
potential enforcement / unresolved items, as identified in the enclosed Notice of
Violation (Appendix A), and five 'open items, including several PSC
recommendations incorporated into change notices committed to by you in " speed
letters." These previously identified inspection findings were a result of the
NRC first round s.pecial team EQ inspection conducted January 26-30, 1987,
(50-267/87-04).
Because you have.taken sufficient corrective action, no
response to the Notice of Violation (Appendix A) is required pursuant to
Section 2.201 of the NRC's " Rules of Practice," Part 2, Title 10, Code of
t
Federal Regulations. The status of these and remaining items is identified in
the enclosed report
