L.. E. E11ershaw, L. D. Gilbert, and'W. M. McNeill of this office during -the
)eriod January 9-13, 1989, of activities authorized by NRC Operating
.icense NPF-38 for the Waterford Steam Electric. Station, Unit 3, and-to the
- discussion of.our findings with Mr. R. P Barkhurst and other members of-your
staff at'the conclusion of the' inspection.
,
Areas examined during the inspection. included followup of NRC Information
Notices and Bulletins,10 CFR Part 21 activities, procurement program including
commercial grade procurement, and receipt, storage, and handling of equipment
i
- and materials program. Within these areas,'the inspection consisted of.
selective examination of procedures and representative records, interviews with
. personnel, and observations by the NRC inspectors. The inspection findings are
-
documented in the enclosed inspection report.
During this inspection, it was found that certain of your activities were in
violation of NRC requirements.
Consequently, you are required to respond to
' these violations, in writing, in accordance with the provisions of .
Section 2.201 of the NRC's " Rules of Practice," Part 2, Title 10,. Code of
Federal Regulations.
Your response'should be. based on the specifics contained
in the Notice of Violation enclosed with this letter.
,
One unresolved item is identified in paragraph 5 of the enclosed inspection
report.

We have also examined actions you have taken with regard to previously
l identified inspection findings. The status of these items is identified in
paragraph 2 of the enclosed report.
The response directed by this letter and the accompanying Notice is not subject

to the clearance procedures of the Office of Management and Budget as required
by the Paperwork Reduction Act of 1980, PL 96-511.
