SUMMARY
OF CHANGES l
'o i
1
.As a-result.of modifications completed in an effort to meet the requirements of. NRC Regulatory Guide 1.97, the following changes have been
. identified for-Quad; Cities station Units 1 and 2:
~(1) Pages 3 2/4.2-15 (for DPR-2) aad 30)
Cbange the range for the drywell pressure recorder scale 3
from "O to 75 psig" to "-10 inches Hg ta 70 psig"
'(2) Page 3.2/4.2-15 (for DPR-30)'
Change the number listed under Instrument Readout Location as Unit "1" to "2" to reflect the fact that this instrumentation pertains to Unit 2, not Unit 1.
This change corrects a typographical error.
This is considered to be an administrative change'.

.J ATTACHMENT 3 EVALUATION OF SIGNIFICANT HAZARDS CONSIDERATION l
POST-ACCIDENT MONITORING INSTRUMENTATION REQUIREMENTS l
(Table 3.2.4 for. Quad Cities Units 1 and 2, Page 3.2/4.2-15) l In order to meet a NRC Regulatory Guide 1.97 commitment for the drywell pressure recorders, Commonwealth Edison has replaced the scales associated with them and recalibrates corresponding instruments. This scale change needs to be incorporated in the Technical Specifications. There are i
no hardware changes associated with this modification. The range for the drywell pressure recorder scale is listed as "from 0 to 75 psig" as currently. indicated in the Quad Cities Station Technical Specifications.
The requested change is to replace the words "from 0 to 75 psig" with "-10 inches Hg to 75 psig".
This proposed change also provides
~
indications of negative pressure of the wide range. This proposed change also provides negative drywell pressure indications on both scales of the recorder and meets Commonwealth Edison commitments to Nhc R9gulatory Guide 1.97.
Additionally, this change will provide the operator with itamediate visual trending for this parameter on the front panel.
Indicators providing indications up to 250 psig are present on front panels, ensuring adequate indication should drywell pressure exceed 70 psig.
An additional change is being made for Quad Cities Unit 2, DPR-30, which corrects a typographical error on Table 3.2.4 where reference is made to Unit 1 instrumentation rather than Unit 1.
l 1
BASIS FOR NO SIGNIFICANT HAZARDS CONSIDERATION l
Commonwealth Edison has evaluated this proposed amendment and determined that it involves no significant hazards consideration.
In accordance with the criteria of 10 CFR 50.92(c), the proposed amendment does not:
(1) Involve a significant increase in the probability or consequences of an accident previously evaluated because:
L (a) The proposed amendment merely changes the scale for the drywell q
pressure recorder fer Quad cities Units 1 and 2.
Changing the t
scale does not increase the probability or consequences of a f
previously evaluated accident-(b) The additional proposed amendment for Quad Cities Unit 2 corrects 4
a typographical error.
This change is considered to be administrative in nature, and does not affect the probability or consequences of a previously evaluated accident.

previously; evaluated because:
(a) The only change being made as a result of this proposed amendment
.,s to the scale for the drywell pressure recorder. This change
.iloes not allow any.new modes of: operation which could initiate a y
new or'different kind of accident.

(
(b).The a'dditional. specific change to DpR-30..is. considered to be l.
administrative'in nature. Correcting a typographical. error does l'
not create.the possibility of a'new or differnt kind of, accident from those previously evaluated.
(3)- Involve a significant reduction in the margin of safety because:
1-l (a) 'The only equipment change being made as.a result of this change
'is.to the scale for.the drywell. recorder. This change allows.
Commonwealth Edison to meet the requirements of NRC Regulatory Gui:le 1.97 and allows the operator to perform immediate visual trending of this parameter on the front' panel. As a result, the L
margin ~ of safety has not. been decreased.
(b) The additional change to DPR-30 is considered to be administrative and does not present-a reduction in the margin of safety.
I i
Based on the preceeding assessment, commonwealth Edison has
'determinedLthat this proposed amendment involves no significant hazards consideration and requests its approval in accordance with the provisions of 10 CFR 50.91(a)(4).
