This refers to the Nuclear Regulatory Commission (NRC) inspection conducted ~
by L. Lawyer on November 14-18, December 5-9 ' and December 20-23,.1988; The
inspection included a review of activities authorized .for your VC Summer
facility. At the conclusion of the inspection, the findings 'were discussed
with those members of your staff identified in the enclosed inspection report.
The Operational Safety Team Inspection evaluated your current lev'el'of perfor-
mance in the area of plant operations.
The inspection included an' assessment of

the effectiveness of various plant groups including Operations, Maintenance,

-Quality Assurance, Engineering, and Training in ' supporting safe-plant operations.
- Management awareness of, involvement in, and support of' safe operations were
also evaluated.

During the course of this inspection, however, certain activities 'were noted
which appeared to violate. NRC requirements.
The violations, references - to
pertinent requirements, and elements to . be included in your. response are
described in.the enclosed Notice of Violation._ A number of notable strengths
and improvement efforts were also identified and are highlighted lin the
executive summary.
