MEMORANDUM FOR: James G. Xeppler, Regional Administrator, Region III W

/ ,/

FROM:- Raym . , ecutive Director ACRS ./

SUBJECT:

ACRS MEETING ON APRIL 6, 1984 REGARDING DIABLO CANYON PIPING DEFICIENCIES This memo is to confirm my telephone call to you yesterday to invite Mr. Isa Yin to meet with 'the ACRS next Friday (April 6,1984) to discuss the issues he has rdised With respect to the small bore and large bore piping at the Diablo Canyon Nuclear Plant. We have set aside four hours' from 8:30 A.N. to 12:30 P.M. for the Cc mittee to consider this matter. If necessary, additional time can be made available. We have tentatively scheduled an hour for a presentation and discussion with Mr. Yin regarding his specific diccerns from 8:40 A.M. to 9:40 A.M. and request that during this period he idee fy the specific deficiencies that are of conce.n, their significar.ce, and any poposed resolution to the degree he is able L do so. It would be helpful if he can time his presentation for 30-40 minutes with the remainder for questions and round-table' discussion.

Additional time can be made available if needed. We expect that representatives t of the NRC Staf f dnd Pacific Gas & Electric will be asked to address these l issues also, it would be helpful if Mr. Yin would remain for the whole meeting to respund to any issues which might need his input. Since ACRS meetings frequently extend beyond the scheduled termination time, it would probably be wise to plan on leaving no earlier than 2:30 P.M.

The meeting will be held in Room 1094-H in the Matomic Building at 1717 H Street, NW, Washington, D.C. When Mr. Yin arrives, he should ask for me or_ John McKinley so that we can check to see what he needs. It would be helpful to the Comittee l

if we could obtain copies of his presentation prior to the meeting en Friday so we can make them available to the Cocolittee members before his presentation.

I We appreciate your support with respect to this meeting and the participation by Mr. Yin, particularly since we are operating on a compressed time scale in setting up this session.
