This documents a meeting held on September 18, 1987, in the Region IV office between you, Mr. Vaughn, and Region IV representatives as identified in the attached attendance list.

The meeting addressed two topics. The first topic was your security program and the second was the leak on the flange of the primary safety valve. You had requested a meeting to discuss your progress in evaluating and implementing your Security Program at the South Texas Project (STP). During the course of '

the conversation, you stated that you' plan to complete the installation of security hardware and lockdown Unit 2 60 days prior to receiving a low power license. In addition, you agreed to propose new acceptance criteria to be ~used in evaluating your intrusion detection system after the criticality of Unit 1.

The second topic of the meeting involved the circumstances surrounding a leak at the flange between the primary safety relief valve and the pressurizer for Unit 1. This leak was discovered when the reactor coolant system was filled following initial core load. This event is still being evaluated for root cause and generic implications. A followup meeting, which should take place prior to initial criticality, was requested by the NRC staff.

In accordance with Section 2.790 of the NRC's " Rules of Practice," Part 2, Title 10, Code of re deral Regulations, a copy of this letter will be placed in the NRC's Public Document Room.
