Gentlemen:
SUBJECT: NRC INSPECTION REPORT N0. 50-424/87 55
This refers to the inspection conducted on September 8-10 and September 21,
1987, at the Vogtle Electric Generating Plant (VEGP).
The inspection consisted
of a review of certain secur:ty violations discovered and reported by your
staff.
As a result of this inspection, significant failures to comply with NRC
security requirements were identified.
These findings are of concern as they occurred after the Enforcement Conferences
on June 17, July 1, and August 20, 1987 at which time we discussed similar and
~
repetitive failures in the Vogtle Security Program and Georgia Power Company's
associated corrective action.
The NRC is in the process of determining the significance of these latest
findings and is considering whether additional enforcement action is appro-
priate.
In reaching this decision, we intend to consider information provided
by you in your response to the Notice of Violation and Proposed Imposition of '
Civil Penalty, dated September 4, 1987, particularly as it relates to the
corrective actions implemented or planned and other steps taken to prevent
further recurrence of these types of violations.
As discussed with you on September 30, 1987, since your response to the Notice
of Violation is due October 4,1987, we will provide an additional 20 days from
the date of your receipt of this letter and the enclosed Inspection Report, for
you to review your corrective actions for the purpose of determining whether any
additional corrective actions are necessary to assure that your ongoing efforts
encompass these events.
In accordance with 10 CFR 2.790(d) and 10 CFR 73.21, safeguards activities and
security measures are exempt from public disclosure; therefore, the enclosures
to this letter, with the exception of the report cover page which presents a
nonexempt summary, will not be placed in the NRC Public Document Room.
