_ SAFETY EVALUATION BY THE OFFICE OF NUCLEAR REACTOR REGULATION RELATED TO AMENDMENT NO.135 TO FACILITY OPERATING LICENSE N0. NP PORTLAND GENERAL ELECTRIC COMPANY

_THE CITY OF EUGENE, OREGON PACIFIC POWER AND LIGHT COMPANY TROJAN NUCLEAR PLANT DOCKET NO. 50-344

1.0 INTRODUCTION

By letter dated April 29, 1987, Portland General Electric Company (PGE) requested Specifications.

Technical changes to Section 6 Administrative Controls of the Trojan All of the proposed changes were editorial in nature.

2. DISCUSSION AND EVALUATION l The proposed changes to Page 6-6 to correct a referenced amendment number, and Section 6.9.1.5.3 to correct a word, are typographical corrections. The proposed changes to Section 6.5.1.6(f), to retitle

" Reportable Occurrences" to " Reportable Events," and Section 6.8.3(c) to retitle " Nuclear Projects Quality Assurance Program For Operations" to " Nuclear Quality Assurance Program" represent editorial changes.

The proposed change to Section 6.8.2 by deleting its applicability to temporary changes is a correction of an error since temporary changes ,

i are described and controlled by Section 6.8.3.

Based on the above, we find the changes as proposed by PGE to be acceptable.

3.0 CONTACT WITH STATE OFFICIAL The NRC staff has notified the Oregon Department of Energy of the proposed issuance of this amendment along with the proposed determination of no significant hazards consideration. No comments were received.

i 4.0 _ ENVIRONMENTAL CONSIDERATION This amendment relates to changes in recordkeeping, reporting, or administrative procedures or requirements. The Comission has previously published a proposed finding that the amendment involves no significant hazards consideration and there has been no public comment on such finWng. Accordingly, the amendment meets the eligibility criteria for categorical exclusion set forth in 10 CFR 551.22(c)(10). Pursuantto10CFR$51.22(b),noenvironmental impact statement or environmental assessment need be prepared in connection with the issuance of the amendment.

5.0 _ CONCLUSION We have concluded, based on the considerations discussed above, that (1) there is reasonable assurance that the health and safety of the public will not be endangered by operation in the proposed manner, and (2) such activities will be conducted in compliance with the Commission's regulations, and (3) the issuance of the amendment will not be inimical to the common defense and security or to the health and safety of the public.
